if we look carefully at the list then two things are concluded;
1)there are 8 lists as far as the alphabetic order is concerned
and
2)all the 300 names are written roll number wise... (no irregularity is seen in the roll number sequence)

so how are we going to interpret the list ? any assumptions?

Those 8 series are due to 8 centers of written exams in alphabetical order i.e. Gilgit, Islamabad, Karachi, Lahore, Multan, Peshawer, Quetta and Sukkhar. Every center has separate series of candidates and the candidates' roll numbers are in alphabetical order of names in every series. For example the Gilgit center candidates start from 1 and end well below 1000 but upto 1000 roll numbers have been reserved for them. Above 1000 starts Islamabad series from candidate with name starting by 'A' and so on.

As a matter of fact, the roll numbers were also assigned province wise. And a fine catch of sight from you about 8 orders. These 8 constitute for Punjab, KPK, Balochistan, Sindh(U), Sindh(R), AJK, GB/FATA and Merit. So far I have to believe my assumptions. Any other irregularities you are looking for?
