WHAT CAN THE POOR 'CANDIDATE' DO BUT TO BE MERRY!
Your analysis is right on the money.
Almost after every prominent screening/competitive exam, except CSS/PMS, geniuses came out of their abode and "declare" the merit on their own. In fact, some of those Einsteins not only prepare the merit lists but also announce the schedule of next phase along with pattern. Wait! and then, concerning institution announce the result. And those geniuses proclaim themselves "Reformers" of merit and start delivering BHASHAAN's over how unfair and rigged system can be "reformed."
