Can one easily resign from the post of AD IB, if he/she clears CSS? I have this perception that once you join an intelligence agency you can't leave, is this true?

they easily give u NOC bt few people left IB. IB has more privileges, power thn many CSS lower gps..

Do you know these people personally? Secondly, what are the perks and privileges?

Wrong. You can leave anytime you want that is the reason most of the seats are re-announced every year.
