Help me understand FPSC's recruitment process

Assalam o alaikum,
This is the third time FPSC has posted list of candidates for collecting documents. All three times they nominated different candidates?
What are they trying to do? Can anyone explain this.

They will continuously posting the lists until and unless they have the candidates meeting the required criteria for the job. Many candidates apply and passed the tests but they do not have the relevant criteria so after document submission they will be eliminated from the list.
