No, IB works under the direct control o Chief Executive i.e. Prime Minister. It is main domestic/internal intelligence and espionage agency. The IB's tasks include counter-intelligence and internal Security matters.

Not under police, ofcourse in coordination with the police :D. I saw one IB Inspector that I knew very well kept gossiping around with people only while he was on duty :D, and got most of his reports from police investigators, except for cases where there were chances to make some money..

I don't have exact info about this, but police get help from I.B in this regard specially when tracing phone calls of kidnappers. I've got through some sources that I.S.I has devices to trace phone calls. However, cell phone companies also help law enforcement agencies in this regard.

I dont think IB has the means to trace calls, or even if they have they may have the equipment installed in their provincial or federal headquarters, definitely not in local or district level offices.

Cell phone companies have to provide support to these agencies. This is by law. Companies have GR (Govt Relations) departments which coordinate with these agencies to provide all necessary data.
Tracing can be done both by cell phone companies as well as ISI. They can check all & filter their desired calls.
I think answer is enough for this question.

It is not only with GPRS. There are more than one techniques with which location can be checked. Location calculation is based on mobile receiving power. but this is only limited for law enforcement agencies.

What is private number calling?
It is just a telecom network feature which can be enabled or disabled by them. Officially, it is illegal to do this. but Law enforcement agencies & Armed forces can have these numbers.
