Need help in AD IB posts

FPSC announced posts of AD in IB there was mentioned age limit min 21 max 30 and age relaxable upto 5 years
could somebody let me know what does age relaxable upto 5 years ?
of someone is 31-32 year old can he apply for these posts

Yes, a person upto 35 years of age was eligible to apply. However, last date for applying was 28th of November, 2011.
