AoA guys.. can some one tell me that bs(Electrical) engineer (4 year) with 16 year of education is applicable for this post.?

yes it is the dearest ISI.

Last time in 2014 it was descriptive test and objective both,,, focus on the current affairs and writing practice.

NTS only conducts tests and forwards the results to the client (Transparency is up to this point only). Shortlisting for interview is done by the client and in case of government organization, there will always be questions on transparency.
