What do you mean by 2 sva forms? Have these above mentioned guys received 2 sva's for two different designations?

These three have reported to have received sva forms for ad post, so assuming from that fact it is quite logical that ministry has sent forms to the reserved candidates as well as the most likely candidates.

If you look at the advertisement for the ad post there was vacancy of 2 posts for fata/GB.

as Per my knowledge there were four seats for GB/FATA in the advertisement.

You have been looking at the wrong advertisement... mod 2014 jobs advertisement had 2 seats for fata/GB... mod 2015 jobs advertisement has 4 seats for fata/GB.. for which we are currently going through the security clearance

As per my knowledge, there are 4 seats of FATA/GB. It does not mean that FATA and GB will get 2 seats each. It means, all of the candidates from the FATA and GB will be placed in one pool and then the top 4 candidates will be selected. That's how the quota system goes. If there were two seats for each, they would have mentioned it separately.

And then as mentioned, there are 5 open merit seats as well, so there is that.
