A person can apply in same grade or higher however usually DPC is not issues for applying on lower grade posts. An inviduual can resign to join lower grade job upon selection.

FPSC Selection Rules

No weightage for acadamic record. Only minimum qualification is considered for any post advertised by FPSC. Final selection is based on candidate's performance in Test and Interview.
