That is correct, but only because Punjab's seats are usually 4-5 times more than KP. If both had equal seats, Punjab's cut off merit would be higher.

It felt easier than last year but time management was key once again. I'm sure many first-timers would have struggled to finish it in time.
But still, I think merit will be higher than last year.
