Its quite easy. You only have to send a deferment letter stating the purpose of deferment, say going for css attempt.

paras: I deferred my training.

I qualified CSS in 2012 but deferred my training because I had to give my second attempt. I got success this time again. however,you are right,one cannot appear in CSS while during training.

point no 4 was the real area of your essay but you have touched it in a cursory manner.
