In my humble view and keeping in view the rumours of paper leakage, i think the paper was distributed between nears and dears, prior to exam. And the names of parliaments etc were intentionally made...

I don't think there is any medical remedy...

I don't think there is any medical remedy available for this issue except operation. Carrying 23 degree angle which means he is not fit for armed forces
