Your degrees has nothing to do with your css exam. It only makes you eligible for the exam.if it is 2nd division irrespective of regular or private it is valid.

yes it is true, examples are there in last year...

yes it is true, examples are there in last year result a candidate having around 700 marks but failed in one optional scoring 27 marks was declared fail.....
