18000 is basic pay of that scale, 800 will be increment and 43000 is the maximum pay on that specific scale after increments of years etc.

criteria for promotion

As per the Civil Service Laws, criteria for promotion (17 to 18) is as follows:
1. At least 5 years of service in grade 17
2. Vacancy in grade 18
