Several reasons exist. Mostly engineers/doctors or students who do masters/bachelors in science subjects do not go for CSS. The overwhelming majority is of arts students.

the average age of any qualifier for past 4 years has been around 25-26 and if you prepare smartly you can become a part of federal bureaucracy irrespective of age...
