I mailed to ask them and they replied back that it shall be 33% overall...and will not be counted as an attempt...and no documents required at this stage!

It means a candidates having a third division in graduation(which makes him ineligible for CSS) can only be eligible for CSS exams if he/she gets a higher division(first or second) in post-graduation.
