It means those who received sva forms are selected. If anyone amkng them are rejected in security clearance or medical, then the reserved candidates will receive sva forms.

After merit list is made, then comes the security clearance, for some people the process is quick for some it may take weeks, so add another extra month or may be more before the letters are issued...
