The cutoff date of 2017 must be Jan, 2017.So, you may not be able to apply.

Yes. You will still be eligible for PMS (CCE-2018) even if you turn 29 in March '18 since the cut off date for CCE 2018 will be 31st December, 2017 which means those candidates who are 28 or under 28 on 31st December will be eligible to apply.
