It takes 4,5 year for them to become AC after the final selection. First, PMS officer serve in other capacities mostly in secretariat. AC in my Teshil is a PMS officer of 2005 batch and he is still AC. Not all the officer get to enjoy DCship in their career. As per the information provided by an AC (PMS), there are 9 among 36 DCs who are from PMS rest are CSPs and only one commissioner among 9 is from PMS. I met an ADC who was PCS officer from 2002 batch. :-P
After post induction training a PMS officer is posted as Section Officer of a particular Section in secretariat and it is an office job with not much authority and few perks. I doubt if a SO gets an official vehicle like an AC.
Promotion has been a big issue in PMS. Those who were selected in 2009 are yet to be promoted to grade 18. Most of them are currently serving as ACs in different sub divisions. So if you are looking for quick upward mobility then PMS is not for you. But if you are patient enough and have a knack for developing relation then you could out perform you fellows in this service.
( This is my personal opinion and senior PMS officer may give correct insight of the Service )
