Yes you can apply, by looking at the past pms exams trend the cut off date will be 01 jan 2017

Ppsc conduct pms exam every year since 2014 after LHC order, so most likely pms will happen this year as well. A pms 2016 topper also told me that pms will be advertised in september this year after his talk with ppsc chairman couple of days ago. As far number of seats is concerned, nothing can be said with accuracy right now. Last year there were hue and cry by many members that pms seats will be 200+ but in the end there were only 25 seats .

My brother is PMS officer and working in S&GAD. He told me that, 55 to 65 PMS seats are expected this year.
