Good News:
Punjab Public Service Commission announces that number of posts of PMS has been increased from 19 to 39. The new bifurcation of the posts of PMS is as under:-
Total Posts = 39
Open Merit = 32
Disabled Quota = 03
Minority Quota = 04
Note: Other conditions will remain unchanged.

That means vacancies of PLFA and ETO would remain same. So, total open merit posts 32+1+8=41.

From Quries and Replies 23-11-2017:
For all posts to be filled through written test followed by interview or interview alone, the number of chances shall be restricted to three. However, if a candidate qualifies the interview but cannot be recommended for appointment due to shortage of vacancies, his chance shall not be considered as availed whereas chance of a candidate who does not qualify the written test or interview shall be considered as availed. For the post of Lecturer in Education Department, a candidate who is applicant for more than one subject, shall be allowed three chances in each subject for which he/she is a candidate in accordance with laid down policy. This would be applicable w.e.f. 06-11-2017.

I fail to understand why would they take exams in last week of this month when the registration is open till the first of january?

You are mistaken. The last date to apply for PMS was 30th of the last month.

It is clearly mentioned above the advertisement posted that the last date to apply online is 01.01.2018 .
