What is meant by Ministerial quota?

in this advertisement, No age limit is described. only age relaxation is mentioned. It is also not clear weather the applicant must be from Punjab Government/ Federl Government or semi government. Only it is written that applicant must be Punjab domiciled. Much ambiguity in eligibility criterion.

They've mentioned that candidates serving under Punjab govt in previous advertisements but no details in recent add.

Are the posts of ministerial qoata filled on transparent manners,without any favour?

i am a teacher in school education department and have 6 years of service. can I apply for PMS ministerial quota.

Those candidates are eligible to apply for PMS on Ministerial Quota who are currently serving under Govt. of Punjab with qualifying years of concerned service. Those Punjab Govt. employees who joined Federal Govt. even with NOC and previously countable continuing service, they are not eligible to apply for this post because PPSC rules have condition [B]"serving under the govt. of Punjab"[/B]
