What I meant by ifs and uncertainties was your statement about foreign postings and the apex grade. And surely you'd agree that other groups don't enjoy the powers as enjoyed by AC/DC. Plus, key postings usually depend on contacts anyway

I will clarify again for your knowledge.
I agree, it is not certain that every PAAS Officer will reach the apex grade but It is certain and 100 % sure thing that a Accountant General or Controller General of Accounts will be from PAAS, while on the other hand there is no certaininty or assurity that a PMS officer will be posted as Chief secretary or even as DC (in some cases). Yes, foreign postings are uncertain but the point is, a PAAS officer have an oppertunity to be posted abroad, PMS officer doesnt have that kind of luxury. I wont even go into promotion time as most of PMS officers will be still serving in BS 17 while a PAAS officer will be close on to get in BPS 19, in the same time (again, a fact, not uncertaininty).

And the contact formula apply on PMS officers too. Do you think it is a sure thing that every PMS officer will get posted as DC ? How many PMS officers are serving as DC currently ? Just a few.

So, in the end, as I said earlier, PMS is a great service but you cant compare it with any CSS Service/Group.

I agree but as a brother said even the promotions are getting better in PMS so more can be expected for sure. For example, most of the ACs are from PMS today and they can even get inducted into Federal now, once in BPS 19.

Yes, I agree promotions are getting better in PMS, but not as better as CSS service as crieteria of promotion in both CSS and PMS are different. And getting to BPS 19 through PMS takes more than 15+ years and if a PMS officer is inducted in Federal Service he is no longer a PMS officer, he now belong to PAS, which prove my point further :-)
