PMS 2019/2020 age gap issue/ overage candidates in PMS 2020

A0A, today is the last date for applying PMS 2020. Some PMS aspirants cannot apply because they are overage. But one thing is important to understand which has not come under notice yet that PMS 2019 was actually PMS 2018. The year 2018 could not see the conduct of PMS in Punjab though it remained in upcoming jobs during 2018. Later on the same was converted into PMS 2019 which was conducted in April 2019. The cut of date for applying PMS is 1st january of the year in which it is conducted. Now the issue is that same was the criteria in the year 2019 even when the year 2018 went totally blank. PPSC did not carried forward the age cut off date in 2019. A big number of candidates became overage n could not apply for pms 2019 n they cannot apply for pms 2020 also. Had the pms been announced in 2018, many of them were able to appear in the exam. To fill this age gap for overage candidates PPSC should issue a corrigendum to change the cut of date so that those who have suffered after PMS 2019 can apply for PMS 2020.

This matter is not like building castles in the air. This is a genuine issue. If we see in the past, the same matter has gone under litigation in the year 2004/2005, 2011 and 2014 whereby overage candidates were granted age relaxation through Lahore High court orders owing to the issue of lapse of time in conduct of PMS in Punjab. We have Lahore High Court precedents in place. The need of the hour is that suffering candidates should raise voice in front of commission, n if their voice is not heard they should go for litigation. Give your response, thankz.

Pms 2017 (punjab) had age limit of 28 years
However, for Pms-2019 and onwards, this age limit was increased to 30 (for pms punjab)
In this way, anyone who was interested in appearing for pms in 2018 was therefore accommodated next year due to increase in age limit by 2 years (pms exams in 2018 did not happen of course)

Hope this addresses your concerns
Regards

If we see the legal n technical side, the question is not about the increase in upper age limit. The increase in upper age limit was announced in 2018 months before announcement of PMS 2018/2019. In my case if the PMS 2019 was conducted in 2018, which it ought to be, the cut of date would hv been 1st january 2018. But it was first delayed n converted into PMS 2019 with the announcement of increase in seats while not paying consideration to the gap generated. The same gap is being carried forward this year. The competitive examination which was supposed to be conducted in 2019, is being conducted in 2020 with first January 2020 as cut of date. If there was no lapse of time this cut off date would have been 1st January 2019. When increase is upper age limit was announced in css, the fpsc did not say that since we are increasing upper age limit, now we will eat a complete year. That does not make sense.
