To the best of my info,the future of PMS Officers is not gloomy as compared to Ex-PCS Officers,because they are the part of a new cadre created under the Provincial Management Service Rules Punjab 2004.under this act the promotion time from grade 17 to 18 is five years. and only this first promotion is pivotal.moreover this act has evinced a formula under which their promotion to grade 21 has been ensured.What's more,the civil services reforms report also states that the promotion path for provincial officers will be made clear to grade 22.

I do not think that this part has much credibility attached to it.The real thing is getting to grade 21, which normally people do get towards end of their retirement but as far as i know one can not get promoted to grade 22 as a matter of procedure. The Prime Minister has the power to give Grade 22 to any grade 21 officer he wants too. ( I will check and try to get some authentic report on this tomorrow).

you are right.at present PM promotes officers to grade 22 out of his own volition.however this may not be case in the future as proposals r in the pipeline,that promotion to grade 22 must also be done on the recommendations of CSB.and the dicretionary powers of PM ,in this connection, must be cast off.
however,i request you to go through the last part of this report of NCGR.that throws some light on my previous statement.i'll also try to come up again with some "incriminating" evidence,some other time.

PCS officers declare promotions ‘eyewash’

LAHORE, July 14: A number of PCS officers on Tuesday took exception to the method of considering their promotion cases by the provincial selection board which met on Monday, declaring the exercise merely an ‘eye wash’.
Talking to Dawn, they alleged that the board meeting was held merely to show that the PCS officers were not being declined promotions. But, in fact, this was done by declining promotions to PCS officers against 48 available posts.

They claimed that the board did not recommend promotions against 20 seats in BS-19, 24 in BS-20 and four in BS-21. The top bosses had themselves pointed out the vacancies, but they did not recommend promotions of PCS officers against them citing lack of mandatory training and minimum service experience in the existing grade as reason, they said.

They said the DMG officers had been denying them promotions in the name of various seat-sharing formulas. They finally got approved a formula in 1993 from the Moeen Qureshi interim government which they did not implement. “We reject this formula, but its authors too are not ready to implement it,” they alleged.

They said many PCS officers had been denied promotions for not having under gone the training made man datory in the 2004 PMS Rules. The training was mandatory but the government never arranged for it despite repeated requests by the PCS officers, they added.

As to how the PCS officers could be punished for a ‘crime’ (lack of training) which was committed by the government itself, they asked.

They said the few lucky officers who were sent for the training found it absurd because there was hardly any training session, and the instructions they received were merely related to sending emails and writing letters.

There was also no element of educating officials on how to handle work in the next higher grade, they claimed.

Promotion to BS-18 PCS officers refuse to shun ‘DMG phobia’

LAHORE, Aug 2: The BS-17 PCS officers apprehend they are not being promoted to BS-18 to fill in assistant commissioners’ slots after the planned repeal of the existing local government system and revival of the executive magistracy in Punjab to the advantage of District Management Group officers.

“We were denied promotion to BS-18 in the recently held selection board meeting under the pretext of lack of required training which was never imparted to us despite our demand. Now it has transpired that this has been done to keep us in BS-17 for the posts of assistant commissioners in the new set up,” claimed a PCS officer while talking to Dawn on Sunday.

Requesting anonymity, many PCS officers said the proposed plan would rob them of their legal right to promotion. This was being done to benefit District Management Group (DMG) officers, they claimed.

The PCS Officers Welfare Association, in the meantime, strongly opposed the alleged move of denying promotions to grade 17 PCS officers in view of the proposed restoration of the magistracy system.

No senior official concerned of the Punjab government was available for comments despite repeated attempts.

The PCS officers explained that after the introduction of the existing devolution system, 517 posts of assistant commissioners and extra-assistant commissioners (magistrates) were abolished, introducing new posts of deputy district officers (Revenue) (DDOR) etc.

And to fill the extra posts, DMG officers were promoted against them. The PSS officers also got their share. But PCS officers could not be promoted due to the fact that mandatory training was not imparted to them. Seniority dispute was also cited as another reason for denying them the promotion.

In order to fill the gap, more and more officers of DMG and other services like Income Tax, Customs, Railways, Postal etc were brought to Punjab.

The officers said under the previous system, PCS officers would be posted as assistant commissioners after notional promotion to BS-18.Those in Bs-17 would be posted as magistrates.

Now, they claimed, the government intended to create the posts of both executive magistrates and assistant commissioners in BS-17. Under the proposed plan they would require 236 assistant commissioners and more than 400 magis trates, all in BS-17.

They said after the recent promotion of 52 PCS officers to BS-19 there were nearly 95 posts lying vacant in BS-18. But, they regretted, the promotions were being denied to them only to allow the DMG officers keep their dominance over seats in BS-18.

“Keeping us in BS-17 would mean our demotion instead of due promotion which is a great injustice,” an officer said. This was also against the rules under which 60 per cent quota was allocated for the PCS officers in BS-18 posts.

The officers claimed that as per the new proposed system, the posts in various grades, particularly in BS-18, would be abolished. This would also reduce the seat quota for the DMG BS-18 officers, forcing their return to the federal government. “The DMG bureaucracy does not want this. And it is planning to deny us our promotion to keep their junior colleagues here,” the officer said.

Meanwhile, it was learnt that the Punjab government is planning to recreate the 354 abolished BS-17 posts under the deputation, leave reserve and training heads for making arrangements for the return of executive magistracy system.

The plan was to fill such posts by promoting tehsildars and superintendents.

LAHORE: Deputy superintendents of police (DSPs) and inspectors will be recruited in the Police Department through the Punjab Public Service Commission, and will be trained on modern lines so that they can perform their responsibilities efficiently, Chief Minister (CM) Shahbaz Sharif said on Thursday.

He was addressing a meeting to review the law and order situation at the CM’s secretariat. He directed officials to form a committee to evolve a strategy regarding the recruitment of officers. He said a special cell consisting of competent officers would be set up to curb white-collar crime. The CM said protection of life and property of the people, reformation of the thana culture and providing inexpensive justice was the top priority of the government.

Young people: Shahbaz said young and educated people would be recruited in the Police Department to reform the thana culture and highhandedness would be eliminated from the police stations to make them accessible to the common man. He said it has been decided to recruit DSPs and inspectors in Punjab Police through the Public Service Commission and the former would have all incentives and privileges available to assistant superintendents of police (ASPs).

Elite Force: The CM said the Elite Force was set up to eradicate heinous crimes but it was given other responsibilities during the last era that adversely affected its efficiency, however, it was being transformed through special refresher courses, modern training and latest weapons. He said selection of personnel for the Counter-Terrorism Force had been completed to cope with terrorism and the training process would soon start for which services of experienced trainers had been acquired. He ordered a detailed briefing within the next two days regarding the role of security agencies to check the incidents of kidnapping for ransom. He said the Police inspector general (IG) should constitute a special committee for the reinstatement of police officials who are not involved in corruption, crimes and irregularities. The CM appreciated the performance of Crime Investigation Department (CID) Additional Inspector General Malik Muhammad Iqbal and his department for curbing incidents of terrorism.

Expressing no remorse over the policy of surrendering senior DMG officers to Islamabad, the Punjab government is bent upon bringing in the mainstream PCS officers, clearing hurdles in their promotions to higher grades immediately after Eidul Fitr.

The major hurdle is considered to be the training mandatory for their promotion. And the department responsible for the training has been asked to accept all those being identified for the purpose.

The policy appears to be a windfall for the PCS officers who have been denied promotions to higher grades, and key postings as a result, for the past so many years, vindicating their point of view that DMG officers are the main hurdle in the advancement of their career.

The government is now regularly holding promotion boards, also giving double promotions to a few lucky officers in one week. The beneficiaries were given BS-19 a week after their promotion to BS-18. Their length of service and delay in promotions because of litigation among themselves is the justification.

The shift in policy is nevertheless irking the DMG officers in Punjab who say that those who do not want to listen to the reason are damaging their service. “They are intolerant to dissent. We are trained to apply our mind independently which some of our own seniors are not ready to tolerate. That’s why they are kicking us out to replace us with a team having no choice but to obey and stay,” a mid-career DMG officer says.

According to official sources, the government is sending 40 BS-18 officials to the Management and Professional Development Department for two-month training immediately after Eid to fulfill a requirement for their promotion to the next grade.

The department has also been asked to accommodate as many officials for training as it can so that all of them could be promoted to the next grades and posted against senior positions.

Official sources said a lot many eligible PCS officers had already been promoted to higher grades. The remaining ones were those who could not or did not go for the mandatory training necessary for promotion, they added.

“Many (PCS officers) did not want training so that they could keep on clinging to their existing posts. Others could not go for it because of lack of arrangements. We are now removing all such hurdles to promote all to the higher grades,” an official source said.

The sources said during the past two months 35 PCS officers had been promoted from BS-17 to18, 44 from BS-18 to 19, 14 from BS-19 to 20 and one from Bs-20 to 21.

The official sources said the government was just going to promote and post PCS officers as per their quota, and there was no ill will against DMG officers was involved. (Interestingly, this has been a long standing demand of the PCS officers which was not met despite struggle in and outside courts.) The PCS officers have 35 per cent share of seats in BS21, 40 per cent in BS-20, 50 per cent in BS-19, 60 per cent in BS-18 and 70 per cent in BS-17.

The sources said the PCS officers could not be promoted against the quota reserved for DMG officers. But, promoting them against the seats of their own quota would still benefit a lot of them (and the government), they added.

Meanwhile, the provincial government is surrendering its former blue-eyed boy Fawad Hasan Fawad to the federal government. Mr Fawad went on a leave while working as Communication and Works secretary. His leave had expired on September 4 but he had not reported back to the Services Department as yet.
