Default letter and application in english paper

i have saadat ali shah's book . they have segregated letters into official and unofficial letters . i need know that does it make any difference ? the pattern of official letters is strange

See High School English Grammer & Composition by Wren & Martin
For "Letters": follow the format of "Friendly Letters"
For "Applications": follow the format of "Official Letters"

In official letters/applications we wrote subject in capital letters. But I studied letters/applications format in different English grammar books where subject of letter/application is missing. What you people say about this?
Is it suitable to mention subject in letter/application?

In my humble opinion, Subject is necessary part of applications (official letter), not of letters (personal letters).
