Default Departmental Permission Certificate/NOC

Can I apply for DPC or NOC after qualifying written exam or do I have to have the NOC/DPC in hand before closing date or can I show proof of applying for NOC/DPC before closing date as allowed for certain registration bodies like PMDC/PEC etc?
