7 important questions of mine related to PMS?
 
Hi,

Well, yet another set of queries :confused:.

1. Is there any surety bond in PMS or not? If yes then of how much duration and what amount?

2. Are PMS batch people imparted training (like CSA) or not? If yes then of how much duration and of what type? :cr

3. Moreover, if there is any bond in PMS and one clears CSS in due course of time, then what is the fate of that very bond? Do we need to pay it or it can be adjusted in CSS? :blink:

4. Whats the [B]TAKE HOME PAY[/B] of a PMS Officer, both in training (if any) as well as once posted. I believe he is hired in BS-17. [B]Please quote in quantitative figures as I dont know what is the pay of a BS-17 officer[/B] :wacko:

5. Does a PMS Officer enjoys benefits like a CSS officer or somewhat in a bit lesser degree (e.g. a CSP officer can have car, house, authority etc.)?

6. What about the number of leaves in a calendar year of a PMS officer? If possible, please draw a comparison between the leaves of a PMS officer vs that of CSP Officer.

7. Last, what are the different departments in which a PMS officer can be placed? Like CSS, do we have an option to give our preferences or we just have to count on the Provincial Government to decide it for us?

I know I have demanded too much but I need to make up my mind whether I should also try for PMS or just CSS :shy. Looking forward to your replies on all these queries :bow

As for as i know there is no bond requirments.One thing i am sure about is that a PMS Officer if join CSS is not required to pay any thing in terms of bond etc.

PMS officers undergo 32 weeks training at Management and Professional Dvelopment Department. Besides, first two officers from batch first were awarded scholership to complete MPA from National University of Singapore.

Basic salary of a fresh BPS 17 Officer is around 10000.Allowances varies from Department to Department.For example , PMS officers posted as Special Judicial Megisterate get Judicial Allownce that is a very hand some amount.

Even all CSPs dont get Car ,house etc during initial days of their career.As for as PMS Officers are concerned , it depends upon their posting.Those posted as SOs do not get vehcle or house.However , those holding the positions like DDO(R), DDO(C), DDO(Reg),DMO etc are given banks vehcle , and residence.

Leaves are admissible as per Govt Rules applicable to all Govt Officials.

Here i am reproducing the PMS Rules 2004 so you can get an idea regarding your query.








PROVINCIAL MANAGEMENT SERVICE RULES , 2004

NO. SOR III (S &G AD) -12/2000, Gazette of Pakistan, Extra., 17.1.2004.---- In exercise of the powers conferred on him under section 23 of the Punjab Civil Servants Act, 1974 (VIII of 1974), the Governor of the Punjab is pleased to direct that following rules shall be made:-
1. Short title and commencement.----(1) These rules may be called the Punjab Provincial Management Service Rules, 2004.
(2) They shall come into force at once.

2. Definitions. --- In these unless the subject or context otherwise requires:-

a) “Appointing Authority” means the authority specified in column 4 of Schedule-I;
b) “Commission” means the Punjab Public Service Commission;
c) “Chief Minister” means the Chief Minister of the Punjab;
d) “Department” means Services & General Administration Department;
e) “Government” means the Government of the Punjab;
f) “Graduate” means holder of a bachelor or equivalent degree from a recognized university;
g) “PMS” means the Provincial Management Service;
h) “Prescribed Departmental Examination” means examination to be conducted by the department for confirmation within probationary period;
i) “Prescribed Departmental Training/Examination” means examination to be conducted by the department or any other agency after completion of training course for promotion to BS-18 and BS-19; and
j) “Secretariat” means the Punjab Civil Secretariat, Lahore.

3. Nomenclature of the Posts.--- The Provincial Management Service shall consist of the posts as specified in Schedule-II.
4 Method of recruitment.--- The method of recruitment, minimum qualification, age limit and other matters related thereto for the service shall be as given in Schedule-I.
5 Repeal.--- The following rules are hereby repealed:-
i) The West Pakistan Secretariat (Section Officers) Service Rules, 1962;
ii) The West Pakistan Deputy Secretaries Recruitment Rules, 1963; and
iii) The Punjab Extra-Assistant Commissioners Recruitment Rules, 1992:
Provided that the existing incumbents of the ex-PCS, ex-PSS, in different grades shall continue to be governed by the existing arrangements/Policy, or any other policy/instructions issued from time to time.
6. Transitional. --- the condition of graduation shall not apply for a period of seven years from the date of promulgation of these rules for existing incumbents for promotion against BS-17 posts, as given in column 6, para (2)(b) of Schedule-I.



SCHEDULE-II
(See Rule 3)
After allocating the share of the All Pakistan Unified Groups (APUG) officers as may be determined from time to time by the Competent Authority and the share of technical services in the Secretariat, the balance of the following posts in different grades shall from cadre strength of PMS in each grade:-
(1) PMS: BS-17 Section Officer/Deputy District Officer & other equivalent posts as per detail at Annex-Part(1).
(2) PMS: BS-18 Deputy Secretary/District Officer & other equivalent posts as per detail at Annex-Part (II).
(3) PMS: BS-19 Additional Secretary/Executive District Officer & other equivalent posts as per detail at Annex-Part (III).
(4) PMS: BS-20 Secretary to Government of the Punjab/District Coordination Officer & other equivalent posts as per detail at Annex-Part (IV).
(5) PMS: BS-21 Secretary to government of the Punjab / District Coordination Officer & other equivalent posts as per detail at Annex-Part (V).

Note: Share of technical services in the Secretariat posts shall be as under:-
(i) S.Os. in the Secretariat 20%
(ii) Deputy Secretaries in the Secretariat 20%
(iii) Additional Secretaries in the Secretariat 20%
