I want to ask a question that are you going to solve Mass Communication & Social work Papers in Urdu or in English?
Is there any negative effect if I solve in Urdu bcz a PCS officer told me that if I solve in Urdu then it will be cause of low scoring.

i don't think so language effect ur score...
ur material should be strong enough to convince them.....
and that's it.....

Language should not effect dear but ironically in Pakistan it matters alot specially in competitive exams.

what is the eligibility of pms exam is it only BA (2nd devision or 1st divison) or is it like css where Master degree of (1st division) works if we have 3rd division in BA exam?

2nd division in B.A is must.I'm not sure about second part of your question.

How to calculate division what percent make 1st devision..I done BBA wich based on CGPA.

According to HEC criteria!

If you have a GPA of 2.4/4 or above, then you have got 1st division
If you have a GPA of 1.8/4 or below, then you have got 2nd division
