age limit for non employees n details? can anyone explain?

can someone tell me that can we download the form or not and if yes then plz give me the link bcoz i am having problem to download it.

Punjab Government having at least 4 years service as such the upper age limit shall be 35 years and the concession in upper age limit under Punjab Civil Servants recruitment (relaxation in upper age limit) rules, 1976 shall also be admissible.

can any one tell me wat is the age relaxation under rule,1976?

What the exams are being held only in Lahore, sure? I have not seen the ad yet completely coz the fonts are very small.
