yep he can be posted as DDO(R)...but dmg is enjoying the post of DDOR ....Pcs officers r striving hard to get their appropriate share !!

If the pre-devolution system is restored fully, PMS officers will be appointed as Extra Assistant Commissioners (EAC), a post far better than DDO(R). There is not much difference between EAC and AC but the latter post is reserved for CSP/DMGs as they are selected through CSS and have wider horizontal service structure (common to both province and the federation).

there is a prob of shares....couple of months back protest by pcs/pms officers hv been seen they r still struggling for their approproate share in posts(AC, DC-Asst collectr, DCO, Secrattries of deptt etc) , their promotion and compulsory stay in a scale ..CHeif secretary is a CSP/DMG n he alwys supports dmg rather giving opportunity to a PCS!!

EASO (Extra Assistant Settlement Officer) has been introduced istead of EAC....its upto ur approach/power which seat u get ......!!

A Factual Picture

Increasing the share of PMS officers is tantamount to decreasing the share of CSP/DMG officers. This would not do good to anyone.
One might say that PMS officers are not given their legitimate share but on the ground, the situation is not so grim. Most of the demands of PMS officers are already been met and the mandatory stay clause has also been abolished from the service structure but still Rai Nasir and others are protesting for no reason. There are at least 18 DCOs in Punjab from PMS. My cousin, a PMS officer of grade 18, is serving as DCO and he has three senior DMG officers serving under his command. This may sound illegitimate but this is the way how things work here. Similarly, the post of DCO is reserved for grade 19/20 officer but only 3/18 serving DCOs from PMS are of grade 20 and the rest are usurping their posts due to their links. This doesn't end here as the incumbent government has promoted no less than 250 PMS officers in the span of five months, whereas only 50 DMG officers are promoted in the same span. Now injustice is being done to DMG in this regard. Also 18th Amendment has substantially increased the authority of PMS officers vis-a-vis DMG and All Pakistan Civil Service in whole. Postings in districts are the most lucrative ones but DMG officers are not allow more than 6 to 7 years in districts whereas PMS officials serve for no less than 15 years. I am also an official of Provincial Services (not PMS) but judiciously speaking, I believe that DMG should always be given more share than PMS because :

1) DMG represents All Pakistan Service along-with PSP (Article 240)
2) DMG is the symbol of Federation along-with PSP
3) CSS is much of a superior exam than PMS
4) if DMG is abolished or minimized than the effective connection of provinces with the federation will be lost for good as Federal Secretariat is also represented by DMGs
5) In India and Bangladesh along with some European Countries like Britain, officers of the civil service are given much more quota than Pakistan. e.g
In India, IAS (Indian Administrative Service) is allocated far more seats in districts, provinces and federation, whereas in Pakistan, DMG is reduced to the servility of politicians and their quota was often illegitimately usurped by PSS/ex-PMS as done in circa 1989, through a provincial statute which was ultravires to Article 240 of Constitution of Pakistan. Same thing is happening now, though without any statute.
6) The selection of Chief Secretary is according to the law and PMS Service Rules 2004 ( As Amended till 2011) don't mention the seat of Chief Secretary for PMS. Chief Secretary is also the representative of federation.
7) If Service Rules of 1956 are replaced or abrogated then no less than 650 patwaris and tehsildars will jump up to the posts of DCs,Commissioners and Secretaries. As PMS is not PCS (Executive). See [url=http://www.civilservice.org.pk]Welcome to CSP & DMG[/url] for more detail
8) After the restoration of executive magistracy, EASO will be replaced by EACs so it will benefit PMS a lot.
9) This list goes on and on and if you want I can quote you several example where DMG officers are made to suffer because of PMS.


One thing is very important here that practically,PMS officers are not lesser than DMG and perhaps they enjoy more at the district level. So plz don't under estimate PMS or to fight with DMG. DMG & PSP have and should have upper hand as it is a South Asia wide phenomenon and the spirit of federation. PMS has a very bright future and instead of closing secretariat and chanting slogans, the incumbent officials and the future aspirants should concentrate on ameliorating the condition of the masses.
