Are 4-Year Bachelor Degree holders recognized equivalent to Masters by PPSC or Not

Four year bachelor degree is equivalent to MSc and you can get equivalence certificate from HEC too.

Yes, it is very much recognized. Samina has said well that HEC also grant equivalence certificate to holders of such degrees.
