1-PMS(Punjab Management Service)

Most of the aspirants place PMS at top. Created in 2004 , PMS has improved service structure of provincial bureaucracy. PMS officer enjoys enormous mobility-mostly horizontal because promotion is slow(Erstwhile PCS Officers of 1996 Batch are still in Grade 17).

However in Grade -17 newly inducted PMS Officers are assigned lucrative positions such as Assistant Commissioners, DMOs, TMOs, Special Judicial Magistrates etc. However all the officers have to serve a specified initial period in Secretariat as SO.

Another dark side of PMS is dominance of DMGs over provincial officers.A PMS Officer (Former PCS has been merged in PMS) having 10 years of service is tranfered from AC to SO in Secretariat in routine manner. But newly recruited DMG Officers are rarely sent back to the field. Even if it happens they are(DMG Officers) are posted as Deputy Secretary which is other wise a Geade 18 post in Provincial Set up.

2-ETO(Excise and Taxation Officer)

ETO/DDO Excise and Taxation is posted in District Headquarter and reports to DO Excise and Taxation. Majors functions include

1-Collection of Provincial Taxes as assigned by the Government.
2-Collection of Capital Value Tax and Advance Income Tax on behalf of Federal Government at the time of registration of a vehicle and collection of Motor Vehicle Tax respectively.
3-Issuance of Registration Marks and Certificates to Motor vehicles.
4-Collection of Token Tax from the owners of Tied-Up Vehicles through Bank. Collection of Token Tax from the owners of Non Tied-Up Vehicles through Post Offices.
5-Issuance of Duplicate Registration Certificates of the vehicles, Change of Ownership, Change of Engine Number and issuance of NOC etc. for the owners of the vehicles.
6-Collection of Property Tax according to the assessment of Property Unit.
7-Issuance of Assessment Copy of Property Unit on PT-1 Form.
8-Issuance of Clearance Certificate in respect of Property Unit.
9-Updating of records in respect of property units in respect of Change of Ownership, Self Occupied Property Unit, and Rented Property Unit etc.
10-Enforcement of Hadd Ordinance, 1979 for prohibition of liquors, intoxicants and narcotics.
11-Regulation of import, export, possession and consumption of various dangerous drugs and narcotic substances.
12-Issuance of different Permits/Licenses for possession and sale of liquors and spirits

Promotion is as usual very slow with no horizental or vertical mobility. You may be tranfered from one location to another or nature of assignment may be changed (like from ETO Excise to ETO Registration etc)
3- AD Local Fund Audit


Lucal fund audit function under the adminstration of Finance Deprtment Punjab. It is headed by Director General LFA who is usually a Grade 20 Officer. The main function of Local Fund Audit Department is to carry out audit of the accounts of Local Councils and other institutions in Punjab(Public Fund).

In Punjab , there is a divisional director(Grade 18 or 19) in every divisional Head Quarter of the Province. ADs are either posted in divional office or serve as Resident Auditor in TMAs and other institution falling under the jursidiction of Local Govt.
In addition to audit, this department performs the following functions:

a. Verification of pension cases of member of the Punjab Councils(Union,Tesil and District) Unified Grade Service and employees of all the auditees where pensionery benefits have been extended by Government and issue of pension admissibility certificates thereof.
b. Verification and fixation of pay of all members of Punjab Councils Unified Grade Service of Local Councils and other miscellaneous institutions in Punjab.
c. Certification of title of leave in respect of member of Punjab Councils Unified Grade Service.
d. Guidelines and issuance of advices to local councils etc in financial matters and proper maintenance of accounts.

Well right choice at the outset is very important. I quote you an example that in Competitive Exam-2006 , many candidates placed post of Tehsildar (BPS-16) above PMS.At that time , PMS Structure was not much clear. However after lapse of 5 years, these Tehsildars have to appear in another PMS exam in order to get promotion in PMS Cadre(25 % Posts reserved for Tehsildars who have 05 years experince).

In my view PMS is still better option over other posts , personal prefernces notwithstanding. And i am not amongst the aspirants of PMS.

No i am not a govt servant rather a banker and research scholar(Doctoral Candidate). I am also associated (Part Time) with an NGO(Primarily carrying Consultancy work majorly with NED,NDI and EU).We did some work on Civil Service structure in Provinces and Center. In this connection,I had interacted with few people in Provincial Set-Up. Currently my Organisation is expected to provide consultancy Service to PPSC for review and improvement of its operational activities.Previously , PPSC had carried this exercise back in 2009 by employing another Consultancy Firms and its draft report(delineating the entire operational mechanism of PPSC along with recommendations for improvement) is available with me. If it can be of any help to aspirants , i can upload here.But it is 115 pages PDF File and i dont know how to share such file here.

Is facility of house or rent provided to him?
