Mandatory promotion courses for pms officers
 
I have queries regarding the mandatory courses for the promotion of pms officers.....what all are the promotion courses compullsary for promotion to next rank and what should be the grading an individual should achieve in these courses or they are sipmly to qualify ????

Provincial Management Service PMS(BS-18) as per detail at Schedule-II
100% by promotion on seniority-cum-fitness from amongst the cadre of PMS/BS-17 being [B]at least five years service [/B]with Prescribed Department Training/ Examination

Provincial Management Service PMS(BS-19) as per detail at Schedule-II

100% by promotion on the basis of selection on merit from amongst PMS officers holding posts in BS-18 and having at least [B]12 years service against posts in BS-17 [/B]and above of which at least 04 years service should be in BS-18 after Prescribed Department Training/ Examination(Mid Career Management Course)

Provincial Management Service PMS(BS-20)

100% by promotion on the basis of selection on merit from amongst PMS officers holding posts in BS-19 and having at least 17 years service against posts in BS-17 and above, of which at least 3 years service should be in BS-19 after Advance Training Course (SMC)

Provincial Management Service PMS(BS-21)

100% by promotion on the basis of selection on merit from amongst PMS officers holding posts in BS-20 and having at least 22 years of service against posts in BS-17 and above of which at least two years of service should be in BS-20. (NMC)

Unfortunately there is no practical application of above rules.I couldn't find even one PMS officer from Punjab to be nominated for MCMC,though there were some names belonging to KPK,Sindh PMS officers.

well brother who gives a damn about promotion courses if you have got political clout and influence you can manage promotions even faster than the dmg take the example of one pcs officer Salman Ijaz this fellow is the son of former chief justice of lahore high court Ijaz nisar now he was given promotion to grade 20 within 15 years without undergoing even 1 course moreover how he got in the service is another story which i will tell some other day a recent example is of Shahid Niaz DCO Jhang he was serving in grade 17 one fine day he was appointed DCO and after he took over charge a meeting of provincial selection board was held with the cs punjab in the chair which gave him grade i can give more examples but i think above two are suffice to make my point clear

Brother I am afraid that you are mistaken here.Shaid Niaz's Date of Birth is 01.03.1963 and he joined service in PCS Executive cadre on 01.11.1992.He is batch mate of Rai Manzoor Hussain Nasir -President PMS Officers Welfare Assosiation.His whole batch was promoted to grade 18 much before 2010. He has previously served as DCO Gujranwala.

An Other batch mate of Shahid Niaz , Dr Irshad Ahmad,DOB 12.12.1963 , is currently serving as DCO Chinot. Previously he has served as DO-(C) Faisalabad.

The above information is authentic and can be verified independently.

I had read in newspapers that a separate MCMC was being planned for PMS officers Punjab to make them eligible for next grade i-e from grade 18 to 19.do you have any such information?

Secondly,Any officer belonging to PMS 2005,2006,2009 has been promoted to grade 18?

One good news for PMS Officers. Punjab Govt has nominated 30 officers for 14th Public Sector Management and Governance Course meant for promotion in Grade -18 and to be conducted by MPDD. The good aspect of this news is that officers of 2002 batch are amongst the nominees. Their Date of Joining is 26.12.2002 that precisely mean that Officers are going to be promoted in grade 18 after 10 years. This period previously used to be 18 to 23 years.The officers of 2002 batch include

1- Mr Naeem Ullah Bhatti SO-Education(Previously AC Jhelum)
2-Zahid Sohail -AC Rawalpindi
3-Tauseef ali cheema

Sorry i have confirmed that promotion course for 18 to 19 is conducted by MDPP itself.Whereas other provinces send their officers to NIM and pay the some of Rs 225,000/= for each participant.

It may be a good news but I find it otherwise.Can you tell me please why were these officers not sent for MCMC as other provinces do?I'm unable to find the logic behind these separate promotional courses for provincial officers and that too ONLY in Punjab.The government should either abolish Provincial services and to add these posts in Pakistan Administrative Service or these provincial services should be treated fairly.
