What is the fate of a person having domicile of Islamabad in PMS???

People having Islamabad based Domicile are not allowed to take PPSC/PMS exams. In 2011 I applied for PMS but later come to know that PPSC would not entertain candidates having Islamabad based domicile. we are only eligible for FPSC exams.
