B.Ideal publuc servant should be:
Servant not master
should be accessible to the public
Responsible
Should over come redatapism
I concluded with max webbers concept about ideal bureaucracy relating it to public servants termed as bureaucrats.
I wrote 12 pages in all including outline.

I went for the last one.
first I gave its reference then its symbolic presentation
then geographical importance of both weathers in Europe and other continents
world fighting against the problems that are hurdles in way of progress
reference of Pakistan
then solution of those problems
optimistic views with seven quotations about change etc.

how do you find mine outlines?

You grasped the idea very well the world we live in is winter of world owing to multifarious problems however change(spring) is bound to happen
