Henry maine was the advocate of this theory.. First, thsi theory was put forwarded by Aristotle.

May be i am wrong but what i think it was aristotle.
As in 1861 Henry Maine in his book made reference to this old theory which was presented by aristotle..
So know authority rests with PPSC..

There is difference between exponent and presenter.. Well May be i am wrong
