i think syllabus and subjects are not same.
There is some difference between CSS & PMS.

Yes sehrish one can go for both CSS and PMS at the same time.

Subjects are also almost same.

I appeared in CSS-2010 and cleared it in my first attempt in sha Allah. Now a days I am waiting for my Interview.

Now a days I am also planning to go for PMS with the same subjects in sha Allah. If you need any kind of help regarding notes, group study, you are 24/7 Welcome .
