I thought you are appearing for PMS as well. It is going to be my first and the last PMS attempt and 2nd CSS attempt. Taking Public administration as optional in CSS was the worst decision of my life.
Though, you have to make the worst, the better for you. Everyone, has their state of mind as well as depends on their capacity, Public Administration is way easy to pursue and study but it is terribly lenghty to memorize and study each and every thing.
The regarded subject totally consists of Human resource except some other topics in relation with the Law and state. You'll find tons of similarities if you try to compare its topics with eacother.

It was used to be one of the easiest subjects in CSS but now things have changed. Style of asking questions in paper has been dramatically changed. Although, it was my blind attempt last time and I did not study the subject at all. I thought being a business graduate it will be easy for me to tackle but paper was different and difficult as compared to past papers. Also it is very lengthy and boring.
Sociology is very low scoring at the moment. Political science is high scoring subject at the moment and it will remain scoring for coming attempt as well in my opinion. This year IR and US history were slaughtered. Scoring trends change every years.

It also relies on how you attempt the paper. The Clarity and the Coherence.

I appeared in previous attempt with a little to no preparation at all. I had less than 15 days to prepare all subjects. I did not even know about the syllabus of some subjects. I tried to attempt the most general questions. I went for the topics on which everyone can write a little. My luck helped me in all papers except public administration. I attempted the papers in the best way possible addressing all key points and my presentation skills are matchless. I can bet on that. Clarity and coherence are very important and I took care of them. Still, I failed only in Public administration. In rest of the subjects, I scored above 50 even in essay. It was used to be one of the easiest and general subjects of CSS. Now, things are not the same. Now general questions are not being asked. You need to study cover to cover to pass this paper. That is why I have not taken it as optional subject for coming attempt. In PMS, it is still a good choice. However, I am expecting it to become an average scoring subject in coming 1,2 attempts if not high scoring. Prepare past papers of 2016 and 2017. You may get lucky. In 2015, 1 student scored 94 in it. After that, scoring trends have shown one of the worst scores. Same is happening with sociology and geography of CSS.

I agree, that they don't allow you the text book version of the questions on this present CSS era. Somehow they have managed to hire those people to choose the paper Entirely based on to judge out analytical skills of the candidate. Although, they even publish some illogical and out of syllabus questionnaire.

Sometimes, i just get fed up of this CSS written interrogation process.
