Default Career Prospects Of Lecturers HED

The aspirants, who have thrill of teaching, can join Higher Education Department to release their catharsis. The lecturers teach young students of Intermediate & Graduate Classes in Government Colleges for Boys & Girls. With an experience and promotion they also perform functions on administrative fronts such as Head of Departments, Vice Principal & Principals. There are opportunities for them to serve as Deputy District Education Officer & District Education Officers and as District Education Authority.

Method of Recruitment:
Higher Education Department, Government of the Punjab appoints Lecturers (Basic Scale-17) in the boys as well as girls colleges throughout the province. In order to fill the subject wise vacant posts of Lecturers (male & female), Higher Education Department, Punjab requests the Punjab Public Service Commission (PPSC) to start recruitment process. PPSC conducts exam and interviews of the candidates. After completing the process, PPSC recommends successful lecturers for their appointments to Higher Education Department, Punjab. Generally the appointment is made on contract basis.

Requirements for Lecturer Post:
Qualification: MA or MSc (2nd Division) from a recognized University in relevant subject.

Age Limit: 21-30 alongwith general age relaxation i.e. 5 years for male candidates & 8 years for female candidates.

Domicile Eligibility: All candidates domiciled in Punjab are eligible to apply.

Method of Examination:
One paper MCQs comprising of 100 marks is conducted by the PPSC. Usually the paper is based on 20 marks English and 80 marks of relevant subject. The successful candidates are interviewed and recommendations are made to the HED.

Place of Posting: The newly appointed Lecturers are posted at the vacant places in different colleges throughout Punjab.

Annual Leaves: Summer vacations and winter vacations are for Colleges & schools. So the lecturers also enjoy a good number of leaves.

Salary Package & Allowances:
BS-17 salary and allowances along with 30% social security allowance makes the salary goof and attractive. In general a new appointee gets Rs.60000/- per month as salary.

Other Benefits of Lecturer Job:
They enjoy government job advantages such as less number of classes for teaching, academic year is small; it ranges from September to February and most of students do not attend the classes after February. Summer vacations as well as winter vacations available for them. Additional incentives are available from duties as Examiner & Paper checker though disadvantages are also there but not much and that may be used for advantage as well. Election Duties are performed by Teachers & Lecturers.

Career Prospects of Lecturers
As per previous practice in Higher Education Department, the appointments against the posts of Lecturer (BS-17) are made on contract basis and upon completion of 4 years service, case becomes mature for regularization under Punjab Government Regularization Act, 2018. After regularization, a Lecturer has very good career prospects. The promotion scope of lecturer in the light of Punjab Higher Education Department (Teaching Cadre) Services Rules is as follow:

Step 1: H/She as the case may be, is eligible for further promotion as Assistant Professor BS-18 after 05 years service. The promotion is subject to good result of the classes taught by Lecturer.
Step 2: Similarly an Assistant Professor BS-18 is eligible for promotion as Associate Professor after 12 years service in BS-17 & above. The promotion is subject to good result of the classes taught by Assistant |Professor
Step 3: An Associate Professor BS-19 is eligible for promotion as Professor BS-20 upon completion of 17 years Service and completion of training.

In most of the cases, lecturers are posted as section officers on deputation in secretariat. Apart from that, if any lecturer opts for second shift or extra classes besides his duties, he/she is paid according to said regulations.

Requisition has been returned to parent department owing to absence of special zone quota (20%). Expectedly, they would initiate the recruitment process as early as possible.

Update:
Higher Education Department has decided to keep new recruitment in abeyance till the start of next financial year 2020-21. Thus, it has been recommended by GoP to recruit CTIs on temporary basis. Consequently, the number of vacancies would increase up to 20 per cent.

Sir is that authentic news or merely conjecture?I mean I m preparing for one,how much number of vacancies are expected for English?

In last requisition, total vacancies for English (Male) were 103 including 5 for Minorities and 3 for persons with disabilities. While for females, the total numbers were 178 including 9 for Minorities and 5 for Disable quota.
Now, come to the question! Next year the numbers would be higher than the previous requisition because more seats would add due to retirement on superannuation and promotion of already serving personnel.

Technically, experience as a College Teaching Internee wouldn't be counted. Yet, it would serve as an advantage over others(having no experience ) at the time of interview.
