NOC for Same Scale (BS-17)

Hi
I'm already working as Computer Instructor (BS-17) is Special Education department.
Now I wanna apply for Lecturer. I heared that department will only issue NOC if you are applying for higher scale post than you are currently working on.
Is it true?

Nah, NOC can be issued for the same scale too!
Get your NOC after clearing written test.
