Yes it is compulsory for students who have done BA with out computer subject.

B.com mein computer ka subject h ..unk liye b compulsory h diploma in computer???

PPSC wale lakeer ke faqeer hote he. They have clearly mentioned that categories like BCS and BIT are exempted from diploma. No other degree. Hence diploma certificate is necessary for both of you.
