Some of the questions are in English and some are in Urdu. The best scheme is to answer in the respective language in which the question has been asked. The first question regarding on'es introduction is mostly in English and it is always better to answer this question in English.

This is very simple. Some of the posts are advertised which are on contract basis . Like the post of Assistant Director Anti- corruption were on contract basis for five years. Later on this contract is either extended or the selected one are made permanent. However, some of the post are already on regular basis which means they are permanent and are not on any contract. Regular basis jobs / permanent jobs are more secure then the ones on contract.

Punjab government offers either 3 year contract extendable to 2 further years or 5 year non-extendable one. In either case the maximum limit is 5 years beyond which it cannot be extended in accordance with Contract Policy 2004. So within 5 years if your services aren't regularized you are going home. However this doesn't happen and mostly either the government announces a comprehensive regularization policy like in 2013 or it tries to regularize people in accordance with an act like the current Punjab Regularization Act 2018.

In the latter case however the department with reference to the act has to seek permission from Finance department to issue a Policy letter after which the process of Regularization can start (Departmental Scrutiny Committee etc). The Punjab Local Government has been the first department to implement this by issuing a policy letter for regularization and other departments are also expected to follow soon.
