Guidance Required regarding AD LG&CD

Respected members.
I need to apply for the said post and while applying it asks if you are applying against special zone quota?
I belong to the special zone qouta so it means i will be eligible for only 14 posts reserved for SZQ or still I can compete on open merit as well ?

Further please tell about the JD and perks & priviliges of AD LG&CD
