While on the other hand ADLR has zero powers he can just approve mutations at Arazi Record center. He works on contract no annual increment no service structure with zero departmental back up. |

ADLR vs Tehsildar
Mr Redrose seems to have been among those who could not get selection in PLRA that is why he has portrayed a very bleak picture about the post of Assistant Director Land Record (ADLR) (joking :-D). Anyways, I will try to clear the confusion here to the best of my knowledge.
Firstly, let me give you a brief historical background of both these posts. Initially Tehsildars were working as revenue officer entrusted with the duty to be the custodians of revenue record. The whole revenue record was manually written and updated by Patwari/Girdawar/Tehsildars. This manual system, despite being centuries old, had many shortcomings. The infamous Patwar culture was a result of these shortcomings where manually written registers were at the sole disposal of a Patwari who could temper the record and used to enjoy monopoly over it. Due to the lacks of Patwar culture, Punjab government in 2012 started computerization of the revenue record and created Arazi Record Center(ARC) where whole revenue record of Punjab was digitalized. ADLRs were recruited by Board of Revenue to work as revenue officers and custodian of computerized record at ARCs. To cut the long story short, Tehsildars currently have authority over pre-computerized revenue record while post-computerized revenue record is being maintained and updated by ADLRs at ARCs. Recruitment of Tehsildars was banned by Shahbaz Sharif when the computerization of revenue record was initiated and only ADLR/LROs were recruited. However, current government has changed this policy and as a result Tehsildars/Naib Tehsildar are being recruited. Now, let me answer some FAQs about the comparison between ADLR/Tehsildar. 1) What is the difference between the post of Tehsildar and ADLR? Lets first discuss common things: Both are Revenue Officers having powers of Assistant Collector Grade 1st Both have AC as their immediate Boss. Difference Between Tehsildar/ADLR Tehsildars are working in BPS 16 while ADLR in 17. However, Tehsildar are having permanent service while ADLRs are still working on contractual basis. Tehsildar are employees of Board of Revenue(BOR) and are getting pay/benefits from the board while ADLRs are employees of Punjab Land Record Authority(PLRA) and getting pay/benefits from the authority. However, initially ADLRs were also recruited by BOR but they were transferred form board to authority in 2017. Tehsildar is a field officer while ADLRs are only posted at Arazi Record Center(ARC) having powers of Revenue Officers. However, almost all the decisions of field revenue officers are ultimately incorporated in computerized record at ARC with the final say of ADLR. For example, Fard Badrat(rectification of mistakes in revenue record) are initiated by field revenue officer but are finally allowed by ADLR. Tehsildar is a post having proper service structure where they get promoted as ACs and so on. While ADLRs currently have no career path. Perks and Privileges Tehsildar is drawing a BPS 16 pay while current pay of ADLR is 82500Rs. ADLR also get share/allowance of 25Rs for every sanctioned mutation at ARC. Normally this share gets to around 6k to 10k at small station while at a busy station it can go as high as 25k or more. Both Tehsildar and ADLR do not have official vehicle at their disposal. ADLRs do not have official residence but they can get accommodation at a Tehsil with the approval of District Collector. While almost every Tehsil has official Tehsildar house. However, many of these houses are in bad condition as they were build decades ago and were not properly maintained. Tehsildar subordinate staff includes all patwaris of the tehsil, girdawar, naib tehsildars and office staff such as reader/registry muharar etc. ADLR subordinate staff includes Service Center Officials(SCOs) and class 4 staff at ARC. Lets briefly compare the powers of both Officers. Power itself is a subjective term so I will not say one is more powerful than the other. I will pin down some functions of both the cadres. So decide for yourself! Main Functions of Tehsildars in Punjab Has the power of Assistant Collector Grade 1st given by Board of Revenue Works as Sub Registrar ( But in many Tehsils ACs have assumed charge of Sub Registrar ) Property Partition cases are dealt by him Approves Family Tree/Shares in Wirasat cases Sanctions Fard Badrat of manual revenue record Revenue Collection Price Magistrate It’s a field job Tehsildar has wide ranging functions so I will discuss them later but above mentioned are his/her main functions Main Functions of ADLR Has the power of Assistant Collector Grade 1st given by Board of Revenue Sanction/Reject different types of Mutations Final approval of Fard Badrat Has the power to correct a name in revenue record Incorporation/Vacation of Stay Orders ADLR is posted at ARC having no field assignments Well! I have gathered this knowledge from different sources so please excuse if any of you find any mistake. Contributions/Corrections are welcomed!!!! |

The moment we arrived examination center, we were informed there that the paper has been cancelled. While I did receive SMS previous night saying the candidates must carry original NIC etc. This is a sheer injustice to a number of students coming from remote areas especially after spending so much as fare and halting their jobs/businesses.
