I hold the same observation. Intension of CM Sindh is crystal clear from the composition of his enquiry committee which includes a member who is father of one accused candidate. Affectees are knocking wrong door, they need to bring this case in the notice of Chief Justice of Pakistan otherwise their efforts will go in vain if they rely on Sindh Government and the courts of Sindh. Moreover; they are not getting help of proper media for highlighting this issue, they need to contact English newspapers like Dawn/The News/Nation and Urdu electronic media for wider readership/viewership.

Dear asad and others crictics of SPSC scam 2003.

Don't you please make such statements on sheer assumptions that all the candidates are corrupt and selected using dubious means.... this is not the case... you people may have met with the petitioners but you should also take the version of those selected candidates..

There are so many evidences available that SPSC itself tempered the results in order to intricate all the candidates in tempering. Abrar Mirza and his accomplices have planned this. The CMIT has already cleared this exam as fair back in 2005. The CM Sindh has already approved the appointments.

There is not rocket science in understanding the fact that after taking the examination every candidate leave answer sheet to invigilators and SPSC is responsible to keeping safe record all the sheets. How come a candidate be held responsible if answer sheets are tempered by SPSC itself. How could you disprove that Abrar Mirza and his accomplices have tempered the result after they took the charge of SPSC key posts.

You people dont know the actual facts. The SPSC has itself issued contradictory reports which will soon surface the malafide intentions of Mirza and his accomplices.

You people please dont spread wron information without proper verification.

No my dear friends,

It is not the case. Please let the sanity prevail. Did you know, 12 out of the CCE qualifiers, whom you all consider fraudulant, have already qualified CSS examinations during the last 5 years. most of them have been allocated to DMG, PSP, Accounts and Inland Revenue posts. Would you start considering FPSC as corrupt organizaiton that these competent officers have been selected.

Dear bros, you people dont know anything. Mirza and accomplices have plotted the game to intricate the matter, by tempering the result which was in SPSC's custody. They are actual culprits. They would face the consequences insha Allah.

Did you know SPSC issued first report after examing the copies of all the candidates, now in second report they have declared that all the copies of candidates are missing from SPSC, except those whom Mirza and accomplices want to bring to these posts and from whom they have already greased their palms. See they have distorted the record to such an extent that everyone would belive that tempering did happen.

And the petitioner, Saleem Shaikh, whom you people consider an angel, he has been charged with EMBEZElMENT of millions of rupees by Food and Agriculture Department, where he is doing job and a show cause notice is ready to be issued to him.

So please dont go on ONE sided opinion and also bear with the version of those candidates who have been selected on merit.

Hope this note would OPEN eyes of all BLIND cricits.

Hope u all people r fine ... i know this petitioner mr.shaikh personally he is a good friend of mine.. so im not shocked to hear such foolhardy and third class remarks passed against him by the so called jallee candidates r by their sympathisers at all ...as i know saleem since years.. no body has ever showed his real talents to date .he is very much hard working gentleman infact since school he has been position holder and among top five students of his class even up to his engineering university. record is available in the institutions ...besides he has qualified a number of exams i.e wapda, irrigation, cantonment ,HDA,NAb,NHA,Agriculture etc....he has got four 17 grade jobs purely on merit. he is very much consistent n hard worker...and a very good thing about him tht he never pass such a foolish and negative comments against his opponents even u haven't find ever at any place ..i always found him very much confident n even positive sentiments for meritorious candidates of 2003 among 77 allocated...he never involved in mud slinging tactics and personalisation of the issues. otherwise jalee candidates 2003 batch notorious and corrupt practices in service stories are very common in secretariat, if u hv any friend there u will find the truth...as far as my bro alirzsb comments are concerned tht mr.shaikh has received show cause. I think he is ill informed as that has been vacated and with drawn by the chief secretary sindh i.e mr.aijaz choudhary sb who is well known as main of principles specially after implementing the remarkable decision of supreme court against absorption etc, .infact mr, shaikh got this showcause for not bowing before the then minister Agriculture..further u know in sindh govt might is right. cases are fabricated. so he bear the burnt of the consequences...mr.shaikh is firm and very positive he always say my case in court n im hopeful for merit based judgement, beside had their(jalee) candidates have merits they would hv got promotions ... inquiries are impartial and based on facts. right from the day one results has been challenged refer petiton nabi bux sathio v/s spsc 228/2004 @ SHC,Hyd when the entire team of manipulators i.e Hassan bhutto and his gang was at the helm of affairs so the question of record manipulation doesnot arises...however these well connected jallee people r using political influence as well as delaying tactics in court to save their skin..if their case had little merit thy would hv gt decided the case in their favour so as to get promotion...so do pray for success of merit ..as shaikh says its fight for right and against corruption otherwise he is serving in 18 grade..so people facts hv been placed before u to adjudge the real matter..my friend is very humble n dnt need any public posture thats why he has always kept him at low profile and turned down all the request of media for interview or comments... ..keep ur fingers crossed and pray..

Dr Saleem Sahib has taken initiative to echo the dead voice and sentimental agony of million of SPSC victims.
Abara Mirza and other members in interview shoot very stupid questions that throw the candidate in solemn wonder as to how such questions relate to the interview. This is perhaps one of the typical styles of the panel who has ulterior motives to serve. By conducting the irrelevant interview sessions the panel creates in candidate's mind the feeling of inadequacy which makes the panel go away with its plans so damn easily.
Take as instance whatever interview you want and you'll find it as an indisputable fact

This trend of extreme ignoblity is a slap on the face merit and qualified future of sindh.
It therefore needs to be discontinued with an exemplary punishment for the involved culprits.
hats off to Dr. Saleem who came on front foot and accepted the risk factor in the line of his obligation. This is a moral obligation on all the educated and sensible citizens of sindh
We all have to rise in revolt against the corrosive measures like corruption and nepotism which are eating up our national genus by leaps and bounds

Petitioners are advised to come up with one voice. As per recent hearings, their lawyers are wasting the time of court and judges are getting tired. This way, they are delaying their own case and providing ample time to the newly constituted committee by CM Sindh which is entrusted with the task to hamper this process and save the culprits by coming up with desired results. Affectees need to make the most of this time and cooperate with each other to expedite their case.

A similar case was filed against the fraudulent appointment of Deputy District Attorneys. SPSC was found guilty of appointing failure candidates and those candidates were terminated. Decision of Sindh High Court was challenged in Supreme Court and SC has upheld the decision of High Court. Quote this reference in your CCE-2003 case, this precedent will strengthen and expedite your case. Since the culprit is same in both the cases i.e. Controller Examination Mr. Umer Zanor.

Sindh Chief Minister (CM) Dr Arbab Ghulam Rahim has taken serious notice of corruption in the Sindh Public Service Commission (SPSC) and recommended inquiry against chairman of the commission Hasan Bhutto.
Addressing a press conference at the Chief Minister House on Monday Rahim said that he had proof of nepotism, financial and administrative corruption against Bhutto who as chairman colluded with ill reputed high officials, politicians and touts and tempered with recruitment record of the applicants for the posts of deputy district attorney.
He said that he had recommended the Sindh Governor under Public Service Commission Act and Constitution of Pakistan Article 105 to appoint a judge of the Sindh High Court to carry out through inquiry into the allegations levelled against Bhutto.
He said that Bhutto in connivance with Controller of Examination Umer Zainor changed examinationinterview records and thus played dirty with the fate of honest applicants.
Rahim said that he had information about the misdeeds of the SPSC chairman but owing to limitations imposed on him by rules he could not interfere into the affairs of the Commission. “SPSC is directly under the control of the Governor. I could not ask for records directly,” he added.
He said “once I asked the chairman to show me the record of recruitment of medical officers but he mysteriously sealed all the record and thus restrained me from examining papers”.
He said he had made a commitment to make SPSC a transparent organisation and all recruitment through it on merit. He said he visited the offices of the SPSC after assuming the office of the chief minister and spelled out his priorities to the members and the chairman and asked them to be honest. “I asked them to maintain transparency in their actions and make appointments only on merit.”
He said despite this, there were complaints about the working of the Commission. “I was told that rates for passing different examinationspapers were fixed in the Commission.”
Following complaints powers for examinationappointments of medical officers were taken away from the SPCS’s purview. Instructions were issued to the chairman to look into complaints and a new controller of examination was also appointed in place of Umer Zainor.
The chief minister said as soon as the new controller of examination was appointed the chairman of the SPSC ordered to seal all record of examination. “This gave me reason to doubt more on the intentions of Bhutto,” he added.
However, in view of the emergency and shortage of doctors and absence of written proof of the irregularities, the Commission was instructed to finalise appointments of medical officers. All this was done in good faith and in emergency.
The chief minister said that recently one Syed Mohammed Mobeen had filed a petition in the Sindh High Court challenging appointments of deputy district attorneys. “When the court asked for reply from the defendants and records from the commission it came to light that seventy (70) applicants were called for interview. The Commission has prescribed cut of marks 47 percent. The chairman of the commission, Bhutto, and the then controller of examination, Umer Zainor, also called for interview twenty-five (25) such applicants whose marks were less than 47 percent. One of the interviews who had scored minus three (- 3) marks was also invited to appear in the interview.”
The chief minister said, “Surprising is the fact that seven (7) such applicants who failed in the written examination were not only recommended for appointment but were given appointment order. Sister of a highly placed bureaucrat was also recommended for appointment against a BPS-20 post. She could neither read nor write a sentence correctly.”
The chief minister said that Bhutto was appointed on the recommendations of the then chief minister Ali Mohammed Mahar. He said a thorough probe into the matter would bring more misdeeds of Bhutto into limelight. The inquiry would cover the period March 2003 till to date.

KARACHI, March 15 The Sindh High Court, in its enquiry report into allegations of malpractice committed in the selection of deputy district attorneys, has found the then controller of examinations of the Sindh Public Service Commission, Umer Zaur, guilty of misconduct, while it has absolved SPSC chairman Hassan Bhutto and member Abdul Ghafoor Junejo.

The report was prepared by Justice Faisal Arab, who was entrusted with the enquiry into the allegations against the SPSC chairman vide notification Feb 10, 2007. The report was placed before the Sindh Assembly on March 12 in response to a question asked by Nadeem Ahmed Bhutto.

In 2004, the law department of the Sindh government placed a requisition with the commission for selecting 23 persons for appointment to the post of deputy district attorney in BPS-17.

The candidates were required to first appear in written competitive examinations and the candidates qualifying in the said examinations were then to be called for viva voce.

Justice Arab had issued notices to the SPSC chairman M.H. Bhutto, member of the selection committee Junejo and ex-controller of examinations Zaur to state their respective positions in writing with regard to the selection of deputy district attorneys who were called for viva voce despite failing their written tests.

According to the procedure notified by the commission on Dec 7, 2005, in cases where the number of candidates is more than three for each post, a maximum of three candidates for each post are to be selected from amongst the candidates who have appeared in the written competitive examinations.

As such, against 23 posts, 69 candidates were required to be selected for viva voce from amongst the aspirants who scored the highest marks in the written test.

In response to an advertisement, which was placed in newspapers by the commission, 641 applications were received and after scrutiny 435 were found in order. These candidates were then called in for the written test on Dec 22, 2005.

Out of the 435 candidates, only 404 appeared for the written test. Retired Rear Admiral S.A. Baqar, who was one of the members of the commission, was assigned to act as the examiner of the written test.

He then submitted the list containing the coded numbers of answer sheets and the marks for all 404 candidates to the controller of examinations, who determined that a minimum of 47 marks were required to qualify for the viva voce. Sixty-nine candidates hence qualified for the oral test.

Mr Zaur then prepared a draft press release with the names of 70 candidates on Jan 28, 2006, without specifying the marks each candidate had secured, for the approval of the chairman. In the press release the following 25 candidates, who had scored less than 47 marks, were called for viva voce (the number of marks they scored is indicated in brackets) Aziz-ur-Rehman Shaikh (10), Ms Farhat Naz (36), Iqbal Ahmad Solangi (25), Jamil Hyder (3), Mrs Naheed Khan Pathan (30), Naveed Akhtar Bhatti (28), Nazir Ahmad Memon (39), Raju Hanjan (27), Farrukh Raza Baig (41), Mohammad Kamil Khan (46), S.M. Zafar Ali Wahidi (17), Nadeem Ahmad (35), Saeed Ahmad Memon (33), Ms Shahana Parveen (35), Suresh Kumar Parmani (23), Arshad Mobeen Pathan (27), Atif Ilyas (46), Danish Zahir Syed (16), Syed Julye Zaidy (39) Khalid Mehmood Rajput (29), Mohammad Ayub Brohi (30), Nisar Ahmad Morio (40), Zahid Ali Chachar (15), Abdul Hafeez Jatoi (3) and Abdullah Malik (36). The 70 short-listed candidates were then interviewed by a three member committee, which chose 25 candidates for appointment. Of those, seven had scored less than 47 marks in the written test.

After this, the selection process was alleged to be tainted. Pursuant to the allegation, the records was scrutinised, and this scrutiny indicated that Mr Zaur had prepared his own list, and had awarded extra marks to 25 candidates.

In his first response, Mr Zaur alleged that the list with the exaggerated marks had been fabricated to involve him in false charges. However, the handwriting of the figures on the list tallied with another list admittedly prepared by Mr Zaur, one which related to assistant protocol officers.

When SPSC chairman Bhutto was asked whether he verified the selection of candidates mentioned in the draft press release with the examiner`s award list in order to check any accidental error or intentional manipulation, he answered in the negative and submitted that as chairman, he was continuously occupied with the work of interviewing candidates.

He said that it was because of this that in 1991, vide a Jan 19, 1991, notification issued by the then chairman M.A. Kazi, the controller of examinations was made exclusively responsible for tabulation and announcement of the results of the written test. Member Abdul Ghafoor Junejo also said selection of eligible candidates for viva voce was the exclusive responsibility of the controller.

Report`s recommendations

In his report, Justice Arab recommends that in order to prevent such scams in the future, the controller of examinations should prepare a list under his or her signature after receipt of result sheets from the examiner containing coded numbers and marks secured by all the candidates in the written test. The list should contain both coded and original roll numbers of each candidate selected for viva voce and the minimum qualifying marks.

The chairman or any other members of the commission should cross-check the list prepared by the controller with the examiner`s award list to avoid intentional manipulation or omissions in the selection of qualified candidates.

Copies of the examiner`s award list and the list of candidates qualified in the written test shall at all times be made available for inspection by any candidate for the sake of transparency, Justice Arab`s report

Favouritism in appointments through SPSC : Sindh Anti-Corruption Department hands over entire record to NAB

KARACHI: The Anti-Corruption Department of the Sindh government has formally handed over all the documentary proofs to the National Accountability Bureau (NAB) regarding out-of-merit appointments on higher posts by the Sindh Public Service Commission (SPSC) in the year 2003-04, it is learnt.


Well-placed sources told Daily Times that the NAB, Sindh, had written to the Sindh chief secretary and Anti-Corruption Department chairman for handing over the record pertaining to illegal and out-of-merit appointments made on Grade 17 by the Sindh Public Service Commission.


According to sources, the SPSC had conducted the Combined Competitive Examination 2003-04 for the posts of assistant commissioners, section officers, excise and taxation officers (ETOs) and other posts, and announced 77 candidates as successful after the written and oral examinations.


After the results were announced, the commission had received a number of complaints of tampering with the results and other frauds in the examination process. On the orders of then SPSC chairman SN Abbasi, an inquiry committee consisting of three members of the commission – Nawaz Ali Laghari, Shah Mansoor Alam and Abrar Mirza – was formed to probe the matter.


The committee had found gross irregularities in the examination and selection process and said that such fabricated results diminished the credibility of the Sindh Public Service Commission.


The committee recommended that all subsequent actions that were taken as a result of this bogus process be declared null and void. It also recommended action against then controller of the Sindh Public Service Commission, Umar Zaur, Muhammad Hassan Bhutto, Syed Aijaz Jafri and Farooq Noor.


The report was submitted to the Sindh government for necessary action; however, no action could be taken following the influence of the officers involved and the candidates who were declared successful.


An interesting thing was that out of the 77 successful candidates, 51 were the sons, daughters and close relatives of the Sindh Public Service Commission officers and the Sindh government high-ups.


The successful candidates included Ayan Mustafa Bhutto, who is the son of then Sindh Public Service Commission chairman Muhammad Hassan Bhutto and Shoaib Ahmed Khero, the brother of then secretary Sarwar Khero.


But the most interesting case was that of Syeda Memona Shah, who secured above 90 percent marks in all papers, and got 96 and 95 marks in Constitutional Law and Criminal Law, respectively. She is the daughter of former judge and then examiner of the Sindh Public Service Commission, Hussain Shah.


After all this, the new SPSC chairman, SN Abbasi, forwarded the matter to the Anti-Corruption Department for inquiry, declaring the official responsible for tampering with the results, depriving eligible and meritorious candidates of their basic right.


Moreover, sources disclosed that then director of inquiries
and Anti-Corruption Department Naseemul Ghani Sehto recommended strict action against the officials of the SPSC; however, he was restrained from taking
any action.


Finally, NAB intervened and sought all relevant data and documents to investigate the matter, sources said, adding that the Anti-Corruption Department on September 9, 2015 handed over the documents to NAB
