In the name of Public Private Partnership, billions of rupees have been showered upon various organisations like SEF,SRSO,IRC,IBA etc just to grab money in the name of Education Reforms in Sindh.
No any commendable steps have been taken to improve the infrastructure of the Government/Semi Government Schools and bring positive change and reforms in the already prevailing system. Rather an opportunity has been availed to grab billions of rupees in the name of Education Improvement in Sindh.
Very surprisingly IBA is the only capable university that is taking over the charge of various Public Schools of Larkana, Sukkur, Hyderabad, DMS Shikarpur. It means Deputy Commissioners, District Education Officers, Directors, Secretary Education etc all are incompetent and do not possess any qualities to improve education standard in these schools except IBA Sukkur.
We do not know what is the criteria for all these projects which have been already handed over to IBA where director community colleges/registrar/VC are drawing salaries in millions. Not only this but they get extra money through these projects.
On the other hand there are still two (02) class rooms in more than 60% primary schools where students seek admission up-to class 5. Adding into it there are no any facilities of drinking water, electricity, wash-rooms etc. Very surprisingly there are 1 or 2 teachers to teach about 200 to 400 students at primary level where there is no any clerk or peon etc.
Government pay 15000 to 18000 pay to primary teachers while a driver of Supreme Court draws 48000 pay.
In IBA Public School Larkana the Principal from Chitral side has been hired by IBA Sukkur because there is no one able person in entire Sindh who may become Principal at IBA Public School Larkana.

I wonder what the TEOs, DDOs, EDOs, Directors, Assistant/Deputy secretaries are doing as far as education of Sindh is concerned? Why SPSC is not conducting recruitment test for teachers which is a pure government body?
Is there no one to ask IBA that why do you charge 1000/= per announced post as processing fee?
Why basic problems in the education sector are not being addressed and resolved?
Why there are no any play grounds/ playing areas which may attract students to come to school happily and learn in friendly environment?
Why there are no any basic facilities which may attract parents to enroll their children in Govt. Schools instead of Private Schools?
The answer for all these questions is just "Corruption".

It is a world wide general/approved/accepted rule that Principal/Head master of any institution must be M.Ed so that he/she should have well defined knowledge about the basic/fundamental/primary concepts about formal education. Even in countries like Japan, Thailand, Singapore, Taiwan including advanced countries USA, UK, France, Germany, etc only M.Ed degree holders are recruited for the positions of Principals.
M.Phil & P.hD degrees are purely asked at University level and research work however if a person is M.Phil or P.hD holder in Education, he/she is preferred over M.Ed. These are the basic concepts to improve the quality/quantity/standards of education in any part of the world but here in Sindh we saw IBA recruited Head masters merely on the basis of B.Ed even some candidates were MBA/BBA holders among the selected ones.
Now to what extent they will improve education without having sufficient knowledge regarding educational concepts? You better understand than me.
What happens now a days is actually copy-paste type of work means what you see the latest trends just apply them without going into details and depths.

You have often heard common critics about the classical/traditional/story based/teacher centred curriculum developed by the Sindh Text Book Board Jamshoro which is at-least 30 to 40 years old as per my assumption. Even Sindh Government's officials concerned with education quote the same but you have never heard about Inspection, Evaluation & Monitoring Development (IE&M) Department which does the research work including visiting all the districts and get feed-back from some schools to improve the syllabus, teaching methodologies, teaching aids etc.
I prefer that Education Sector must be sub-divided into following departments which work on mutual cooperation and sharing ideas basis in order to improve the quality/quantiy/standards of education in Sindh.
1. Teaching Department
2. Inspection, Monitoring & Evaluation Department
3. Curriculum Development Department
4. Training Department
5. Finance Department
6. Infrastructure and Aiding Department etc

Sindh Government Education & Literacy Department has announced 60% (60 marks out of 100) as passing marks for the ECT BPS-15 & JEST BPS-14 which are under process through IBA Sukkur. This is a commendable decision but on the other hand IBA had recruited Head Masters even on 40%+(40 + marks out of 100) back in 2015.
Now there is 60% as minimum passing criteria for ECT & JEST while for HMs of BPS - 17 minimum passing criteria was 40%. It is expected that these HMs will be regularised in near future and we will cry after 15 to 20 years that we do not have able head masters in our education system.
At-least Education & Literacy Department of Sindh must take another test having minimum 60% as passing criteria before regularising these HMs.
