Can anybody tell the career Prospects of PCS officers of Sindh?

Can anybody tell the career prospects of PCS officers of Sindh? When they usually promoted to next grade after appointment? How their career is different from CSPs? In 2008, Sindh government had announced PCS position as follows:

1- DDO- Rev (BPS-17)
2- Section Officer (BPS-17)
3- Asst. Registrar Cooperative Societies (BPS-17)
4- Asst. Director Labour (BPS-17)
5- District Food Controller (BPS-16)
6- Labour Officer (BPS-16)

What are the pinnacle of career of above mentioned posts? In CSS DDO- Rev is also appointed then what is the difference between DDO rev through PCS Exam and CSS Exam?

Can anybody solve this imbroglio? :thinking

Enemies of the state

To be frank, being a csp you are kind of travelling in PIA while being a PMS officer you are travelling in AirBlue. Both fly in the same atmosphere but PIA got better engines so the journey will be quite smooth while in AirBlue the journey could be a bit turbulent (even crashing at some points). But if you are smart, strong hearted and skillful and the luck be on your side then you will reach your destination even earlier.
Its mainly about the image. Css is a well recognized exam conducted at national level and those who get posted through it, are generally considered more intelligent and the best officials. On the other hand PMS ( pcs' executive branch) is a rather newer concept and it has to travel for quite a distance in time to prove its worth and scope in the governance area. Being a PMS officer you will have to exercise good skills and sense of co-operation and share cordial relations with your administrators and political machos to get civil benefits like better wheels and villas and early promotions.
Range of the CSPs is obviously better than that of PMS officers as they get transfers through out the country while the latters remain confined to the province of their selection.
I have witnessed few cases in which junior DMG officers denied to work under senior PCS officers and instead got themselves transfered to other places. CSPs are an arrogant lot and they consider it an insult to their status if they fall under pcs officers.
The social charm attached to the word CSP is well known. But according to general opinion, not every csp post is charming. Like compare a pcs DCO or Commissioner or Secretary to a csp who does not belong to DMG/PSP/FSP.
Sahibzada Anis, a pcs officer and former DCO is now Commissioner Hazara Division and he is quite young and the way he is climbing the ladder, he will one day become Chief Secretary without any doubt. Sadly our society is status conscious and it values those posts which deal with the grievances of a common man. Our police stations and courts are crowded and if you can't help a common man against social evils like crimes and disputes then no matter what you are, you are of little use to the masses. As DMG and PSP directly deal the public matters so they are held in high esteem and enjoy their social image.
I have never met or even heard of a css candidate whose first preference in css was Customs, Income Tax, IG, OMG, MLCG, Railway, PAAS, CTG or Postal group. Only one guy who had topped many years ago had chosen Customs and that came as a surprise for many (they said his father or uncle was in 21 in Customs and so he chose Customs to get extra favors and early promotions). The rest everybody wants to be selected in the PSP, DMG and FSP. And when unfortunately they fail to get into those 3 top groups, with no choice left they are sent to the rest of the groups.
So according to popular opinion its better to join PMS as DSP or DDO than joining any group in css except the top few. Yes you will have to bear the worst for some years but you will ultimately be promoted to the rank of SP or DCO, and there you go.
During the css interview, every aspirant is boasting about patriotism and sacrifice and discipline, and when asked about their favourite personality, their answers are none other than Qauid-e-Azam Muhammad Ali Jinnah and Imran khan and Mother Teressa. Their favourite quote is " Unity, Faith and Discipline." But once they get into the job then their ideals change surprisingly and all they care about is their social image, status, servants and bank balance to secure their children's future because their children must study in Frobels and Murree Convent and be sent to UK and USA for higher education later on.
I wonder if we were sincere with our nation, why won't we choose Railways, Postal, CTG, MLCG and other groups down in the preference list as our first and second choice because those are the departments which need to be revamped, regularised and flourished. Our trains are of the James Watt's era, but nobody cares and why should they because the Elite don't have to travel by trains, owing to their jetted cars and flying cruisers. Tell someone you got into Postal group and you will be stared at for a while and then asked: Are you kidding me? Those are our social values and such is our power thirsty society.
I recommend that government should attach increased salary packages and civil benefits to those least prefered groups of the civil services so that the best in css start considering them for joining and serving those crucial but ignored departmens of the country for God's sake.
Power centred Bureaucracy has played havoc with this country since 1947. It has supported dictators and over-turned governments in its own favour. Nepotism, favouritism and corruption at all levels have atrophied the muscles of this nation. I wish all the competitive exams be made more difficult to clear and new strict methods of scanning and judging the candidates during the interview be introduced and more and more emphasis be put on the psychological tests and personality analysis so that all those candidates could be recognized and removed instantly who will prove in the long run to be nothing but enemies of their state.
