It is pleasant for us that finally on 26-01-2011, SPSC declared the result of CCE. In fact the whole procedure took about three years to be finalized as applications were invited for CCE in 2008.

We bow ourselves to ALMIGHTY ALLAH that we have been blessed with success and we are proud and happy on this blessing.

On this forum, we remained in contact and kept asking each other about the announcement of the result and sought each other’s advice to chalk out different peaceful plans to force SPSC to announce the result.

This post is aimed at drawing your attention that our job is not over yet until we join our respective training programs as DDORs, Sos and other jobs.

Dear friends, the threat is not over yet, those who have failed in getting allocations are planning to go to court and as per my limited knowledge, they have finalized their efforts and they will try to get stay order from court that process on our appointment may please be stopped. SECONDLY, we still don’t know the status of the process of issuing offer letter. On this forum one friend from Karachi told that file is with joint secretary and interestingly, there is no post of joint secretary in any provincial department. It really shows how credible the information is. The member who posted this information is not at fault 100% but it does show that it was not first hand information.

Dear friends, please organize yourselves, we are 128 people recommended for different posts. On this forum, I don’t think more than 10 –15 are here who have been recommended, it is our job to find every one, take their addresses and mobile numbers and make them know that in case of any court litigation, v have also to be a party, although the case shall be filed against SPSC but we being the recommended candidates r the party as well so v should also hire our lawyer and should defend ourselves there in court. Friends in all major cities plz find recommended candidates around and make their data base, so atleast 100 people be there in court on hearing day with our lawyer. It’s the call of the day.

The friends who r from Karachi, may approach the concerned section of S&GAD personally to know the updates on the matter of offer letters, but please PERSONALLY other-wise the second hand information would surely be of no use.

Keep a close eye, on both electronic and print media and find if there is anything being published or aired against the result of CCE and then counter that: the result is purely on merit and present our case with due prudence. On 28 Jan, the next day of the result, (result was announced on 26th Jan, published in papers on 27th) a Sindhi newspaper had published an article / news about the CCE, (I could not go through that for personal reason) but no member posted that on forum. I cant think that no body has gone through that, certainly many of us must have read but no body has posted yet, it means v r relaxed now, NO, No, this is time to be more vigilant and active, if one can post the decision of Supreme court , so why cant v monitor media reports.

If any of us is having any political influence through MPAs, MNAs and Ministers, please use your connections to get the offer letter issued, this is collective cause. Some of us must have had friends / seniors on influential posts, so they may also be moved to help our cause.

I repeat, please come in each-others contact, get ready for struggle, watch out media carefully and counter the propaganda against CCE 2008, friends in Karachi try to get First hand knowledge and use your political influence and friends / seniors circle to get the goal.

first of all there are joint secretaries in various provincial departments ( its first hand information as i have been in sindh govt for abt 10 years )

second thing is that the failure candidates have a right to go to courts , especailly keeping in view the issues of CCE 2003.

third thing is that every step in govt departments takes time. even if v use influence it wont bring any noticeable change

fourth thing is that court may intervene at any stage. its not guaranteed that once offer letters r issued v r sure to join the training within days.

fifth thing is that there r two categories of students who r going to courts.
one r those who have qualified the written part but remain unalocated n in the second category r those who failed to qualify the written part.

the unalocted frnds r advocating for their allocation on the vacant seats under the Sindh Govt ( there is large no of vacant seats as per different sources )
besides they r doubting the process of viva-voce.

those frnds who couldnt go through the written part r raising doubts on the entire procedure.

now coming onto court , the SHC may issue stay order but v cant pre-empt until such stage comes.

there is still pending the case of CCE-2003 ( i m a petitioner in it as well ) so it is not easy to jeopardize the CCE-2008 by putting the matter b4 court for a long time.

what v can do here is to wait n see for sometime and keep in touch with other frnds who have qualified n got allocated.

v must also remain vigilant as suggested by the respected fellow abt any legal move from any quarter.

The result of CCE 2008 is purely based on merit but the allocation of the brother of Controller examination Mr. Shah (Full name of the person slipped out of my mind) is a black spot on this allocation like in the past the son of Mr. Bhutto ex. Chairperson SPSC was made the basis for petition in the court. This act of Current SPSC has made the whole process suspecious. Had the controller examination asked to step down for allocation period it would have been all together a different scenario. Though in the same sindhi newspaper Mr. Mirza (Member) said to the reporter that Mr. Shah was kept away from the exam papers and their distribution but this seems a very weak reply. Reporter has taken the names of the kiths and kins of many other politicians and bureaucrats but I don't agree with this part. The son or brother of Controller examination is bone of contention and people in near future will start lodging petitions as I have already mentioned in one pf my earlier posts and this SILSILA will go long way as in the case of CCE 2003. Evidently after long eight years of their 2003 allocation people haven't stopped contacting courts regarding the same and the petition is still pending in court.

Thanks Muhammad Hussain for keeping the forum updated. As far as lodging the cases in courts I am fully along with second category of aspirants who are fighting for the application of re-allocation formula. Why these leftover seats should not be allocated among deserving candidates as I know the coming CCE will belong to JIYALAS as dummy SPSC Chairman is already on the task and expecting merit from him is just like expecting a hungry cat to take care of milk.

In its totality I again reiterate my point of view that CSS cadre is head and shoulder above Sindh Govt. jobs because along with many other irritants aspirants face threats from courts as well. Ask Saif Abro and Attaullah Shah along with many others who opted PCS leaving CSS cadre that how much anxiety they have suffered from the continuous threat of court and still sword of Damocles hanging on their heads as case is not being finalized and corrupt people of Anti-Corruption department are taking care of it. Sindh Govt. has been trying their level best to get rid of majority of CCE-2003 people to create place for their JIYALAS in up coming CCE or they may directly induct them as their tenure of five years comes near to the end. More than 40 candidates from CCE 2003 are not sure about their future specially those who made big sacrifice of leaving their CSP career.

Don’t expect any help from Current Govt. as high ups are already annoyed at last SPSC chairman / setup for allocating majority of the seats on merit in fact they will appreciate people to go to court and create cushion for them to have more seats in their hand for jiyalas. As per my understanding of political scenario upcoming Govt. of Nawaz Sharif will not stand by the decisions of PPP Govt. as its has already declared it corrupt so the future of CCE-2008 doesn’t seem bright as well.

I’m writing all this in the wake of advocating my point of view that CSS is better than PCS and my point of view stands correct as I have already written in one of my previous posts that people will keep on lodging the cases in High and Supreme Court and will make the lives full of tension. But few members of the forum tried to make my posts a laughing stock through their sweeping statements against my point of view. Interestingly none of the CSPs who are getting training in Walton has said anything contrary to my posts.

I present my point of view and analysis about the SPSC and related issues because being a senior (attempted CSS thrice and failed) I’ve this responsibility to share my experience with youth of Sindh specially CSPs and guide them properly. I aspired to be a CSP since last one decade or so and met hundreds of people who prepared for the said exam and personally know majority of the CSPs belonged to Sindh. I felt awkward when juniors attempt to set aside my point of view.

i agree with u candidatespsc that there is no post of JOINT SECRETARY in provincial department but in federal department.

in the provincial excise and taxation department there was joint secretary Mr. Naseer Jamali back in the year 2004. Later he also served as secretarty excise and taxation.

however i do agree that as per organizational charts there r no posts of joint secretaries in the provincial departments

Dear Dharejo saab please don't misguide the forum by taking the court procedure so easy and denoting them as these will not effect the process. In fact go ask those 51 candidates of CCE 2003 on whom these petitions are filed and the outcome of these petitions is posted on this forum under the name “Anti Corruption recommends action against 51 fradulently selected candidates in CCE 2003”. Now what you think all these 51 candidates are fraudulently selected as majority of them has later joined CSS in different cadres. Ask them about the whole story and sufferings they have been through this period.

Posting on this forum should be a responsible act and how can we ask people to leave their existing jobs to join Sindh Govt. where the probability of the bombardment of court petitions is obvious. For those who don’t have any job and don’t have any thing to put on stake they should go with it but leaving your illustrious careers for something which doesn’t have any security would be a futile effort.

I know many people will be annoyed at me for the depiction of truth and reality but I don’t care about them and will be continuously posting the reality. If I say anything wrong please convince me through arguments rather than giving sweeping statements in response. Mr. Abrar Mirza was the man behind the destruction of those above mentioned 51 officers as he provided the apex court useless documentary proofs and basing on those Anti Corruption department has recommended these candidates fraud and requested the authority to expel them. There can be another Abrar Mirza in future setups of SPSC and destroy the careers of CCE 2003 as well. The allocation of the brother of Controller examination will remain be the throne in flash forever and this can easily be made the point of contention and courts may referred. Aik machlee sare talaab ko ganda ker deri hai.

CCE 2003 walon ke saath bhi yehi hua jab Ahyan Bhutto ke case ne saree allocation ko suspicious kerdiya. In the search of Ahyan Bhutto's fraud they later found few other candidates involved in getting allocations through illegal means.

Whosoever, leaving there good existing jobs for this extremely risky proposition should again go and ask their seniors specially those belong to CCE 2003.

A per Dr. Abrar Mirza that Mr. Shah was not involved in paper distribution to different Professors for checking purposes. He claimed that he was himself involved in their distribution. As per the telephonic talk with my friend (AD MOD) this claim of Mr .Mirza was made the basis of the lodging the case into court. Petitioners have prepared one or two professors who checked the papers of few sublects to record their statements in the court that they have received copies from Syed Shafi Muhammad Shah but not from from Mr. Mirza himself. The names of the Prof. are obtained by the SPSC insiders.

This is for the kind information of those who will counter the move of petitioners and they are requested not to present me as villain in front of all. I convey what I hear from different quarters. Now I will not be posting that frequently on the forum as I am leaving for Islamabad for my teacher training course.
