125 vacanccies were announced for the male for both rural and urban area. But only 103 candidates are selected for the said vacanccies where go rest of vacanccies.

You are right.Only 103 have been selected where as vacancies were more than that.As far as i can understand Spsc probably did not find other candidates suitable for the job.They have done that in the past when they required Law Officers and interviewed the written qualifiers but did not select any of them.
